DOT Finalizes Rule Tightening CDL Eligibility for Foreign Drivers

The U.S. Department of Transportation finalized a rule restricting commercial driver’s license (CDL) eligibility for certain foreign drivers following at least 17 fatal crashes and 30 deaths in 2025 linked to non-domiciled drivers. Key updates include:

  • Eligibility limited to H-2A, H-2B, and E-2 visa holders subject to enhanced vetting

  • Elimination of EADs as acceptable proof of CDL eligibility

  • Mandatory SAVE system verification of lawful immigration status

  • Increased enforcement of English-language proficiency requirements

The rule addresses compliance failures identified in a nationwide audit of several states and takes effect 30 days after publication in the Federal Register.

U.S. Eliminates 25% Additional Duty on Indian Imports

Effective 12:01 a.m. EST on February 7, 2026, the United States has removed the additional 25% ad valorem duty on imports from India that was imposed under Executive Order 14329.

Key Points:

  • The 25% duty was originally applied in 2025 in response to India’s importation of Russian oil.

  • The U.S. determined that India has:

    • Committed to cease direct or indirect imports of Russian oil

    • Agreed to purchase U.S. energy products

    • Entered a 10-year framework to expand U.S.–India defense cooperation

  • As a result, HTSUS headings 9903.01.84 through 9903.01.89 have been terminated.

  • CBP will process applicable duty refunds under standard procedures.

Ongoing Monitoring:
The U.S. Department of Commerce will monitor India’s compliance. If India resumes importing Russian oil, the Administration may consider reinstating the 25% duty.

Eric Wagner Gears Up for Final Rounds of Concours Cup Season 3

Eastern’s CEO and race car driver, Eric Wagner, is competing in Season 3 of the Concours Cup, a series he has participated in since its inception. Following Round 5 on February 7, Eric ranks 5th in the AM class with 55 points in a competitive field of 15 drivers.
